Oh Victoria...you've done it again. The bloke is out on bail already and probably plotting his next crime spree while laughing his head off!

Given that it’s Victoria, he was probably also out on parole at the time of the incident, after serving one-quarter of his sentence, which was possibly something like 2 years for being a mass murderer or drug lord.
