Well McAfee and Cole both have more Rumble appearances than him.Graves was making noise, dropping hints, about wanting to return a couple of years back but nothing eventuated hopefully it will this time around.
I’m sure a lot of potentially disgruntled younger talent at AEW would have been watching the fantastic presentation closely.
WWE have been great so far with the AEW signings, really presenting them like a big deal or at the very least, they aren't taking a step back.
Cody and Jade both were brought in and presented very well. Dragon Lee was put into a decent but not great spot which was about where he was. Andrade basically just came back to where he was. Now Penta is being presented as legit. Hopefully if Malakai Black is next he's brought in as a main event guy.
Part of their current strategy is strong arming AEW out of talent pipelines, and if AEW wasn't around they probably wouldn't be doing this. But this is a far better option.
Like AEW's partnerships it's always going to favor the bigger company - but better that the industry is healthier across the board.

Better than WWE stealing all their talent
Seems clear from the wording as well it's just an NXT and TNA working partnership for those shows and some premium live events. Makes sense to get some TNA appearances in the Rumble for a suprise. Don't expect any major names going to TNA though. It's a great opportunity to build TNA up a bit and get more eyes on their product.

Yeah if I'm TNA, I'm requesting guys like Trick Williams, Oba Femi or Giulia, you could even protect them by making them beat a mid carder (instead of losing to a top TNA guy), or be in a tag match and not take the pin if you are booking them to lose. Even have Ethan Page tagging with Josh Alexander again for a night. Jack Cartwheel would be perfect for the X Division.I wonder whether all talent whose contracts have recently expired are about to be replaced by WWE ID prospects.
So WWE are getting a feeder system external to NXT (as a step to NXT), and TNA are going to get some great talent they they might not have to foot much of the bill for. And it gives them both an opportunity to get reps and eyes on guys that they're trying to lock up.
