    I can assure you this is not the case. Anyone can physically detain you - if they have 'finds committing' condition covered - for any offence. AO powers go further again.

    Not defending passengers actions. AO actions were far worse though - I can't see how that isn't an assault upon the lass (from silent vid perspective). Certainly not proportionate. AO is an adult and also held to higher standards. Incredulous that she is charged yet officer is not is all.
