If only one club in a two state club wants the particular player, his market value would already have been reduced. As in, it is a reflection of his worth and therefore reflected in the picks/trade organised.

With a more national competition with at least 2 teams in each state, I think a player should be able to nominate a state rather than an individual club. The player then gets to where they want (i.e. closer to home/family) yet the clubs can still negotiate for the best deal they can.
