You can't have the Vic players away from home for potentially the rest of the season.The non-Vic teams have already played 3 of the 5 other non-Vic teams, and will have played all 5 by the end of R6.
The only viable solution now is to get the Vic teams out of Victoria, and keep them out until the state has CV-19 back under control.
There's no rule that says every team has to play each other. Just split into conferences (which will be an 8-team and a 10-team conference), reset the remaining fixtures as best you can so that every team within the conference plays each other a reasonably even amount of times, then put in place a finals series of the top 4 of each conference hoping that by then, we can open up again.
And if we can't open up for finals, just have a premiership each conference, with a "world series" to be played at a later date - maybe preseason for 2021.
