Have federal funds ever been used to help finance a new NFL stadium?

While there isn't a direct allocation of federal funds for building NFL stadiums, there have been indirect federal contributions through mechanisms like tax-exempt municipal bonds. These bonds are issued by state and local governments and the interest paid to bondholders is exempt from federal taxes, which effectively reduces the cost of borrowing for stadium projects. Here's how it works:

  • Tax-Exempt Bonds: Federal legislation has allowed for tax-exempt bonds since 1913, which are used not only for public works like schools and roads but also for sports facilities. This tax exemption means that the federal government indirectly subsidizes these projects by forgoing tax revenue. A study from 2024 indicates that about 4 in 10 of the stadiums built in the past two decades for major American sports leagues, including the NFL, were at least partly financed with these tax-exempt municipal bonds.
