I think it would take a state-based ballot initiative first; say needing 60%. Then hopefully it would create a domino effect and change the paradigm. But of course, the Republicans would take it to the Supreme Court and given their ideology they would...You guys got me thinking about compulsory voting. I don't think that would work in the US unless there was a serious paradigm shift in how the entire country goes about elections. First, it would have to be federally controlled, with paid time off work or a holiday in order give so many different people the ability to go vote. Probably more voting locations and options. Enforcement, no idea.
That's just off the top of my head.
My first thought though was the Republicans would never, ever permit it. They hate how many voters there are already.
