He’s not wrong, read it again - it’s over the moment he hears the siren.

This “the delay until he blows the whistle counts as live play” is a myth peddled by fans.

Literally says that the Umpire must hear the siren and then the play ends when they blow the whistle and hold both arms above his head. I have bolded it if it still confuses.

Thats when it ends. They then indicate it by holding their arms in the air.

Exactly.

With the ear pieces in the siren is heard through them and then they make a judgement call which he did and that judgement was that the ball had not left the players boot.
