Yes obviously he isn't trying to pass his 100% joke as fact...but there is still a hidden truth there to rile up his audience and paint a picture that there is a serious problem with organizations not paying the right amount of tax (in addition to the factual 31% paying $0 he references). He has not (and probably can not) back up that there is a serious problem with organizations not paying the right amount of tax yet he is still happy to make a joke that gives off that impression.His style is obvious jokes backed up with facts.

IIRC, the ABC were using the Associated Press (similarly CNN) to call states / electoral college updates. His most outrageous claim hidden behind his stupid voice and stupid effects was 100% of large multi-national organisations are not paying the right amount of tax. While probably nobody will believe the exact figure 100% as fact, it certainly gives the impression these organizations have a massive problem with dodging tax.
