I think it depends a bit on how far out the throw is coming in from - from the boundary it's not going to be questioned, but if it appears the player is deliberately throwing it in short to bounce on spare pitches, then I've seen the umpire have a chat with the player/captain

International rules should be the going set of rules. Batsmen become lazy as middle order bats and get a cheap 2 overs to hit over the top.

Yep and it’s a lazy way out of starting your innings. The ability to hit against quality spinners is an art and we flat out suck against it. We need to go back to the International rules
