What's a 'smart country'? Addiction is actually a crime, if it's illicit drugs. I'd suggest you don't 'self treat' your problems, most people aren't up to it. But, of course, most addicts, think they know better...

Addiction is an illness that is being treated as a crime.

Taking illicit drugs is a crime.
Addiction is repeat offending.

Addiction is a broad term. 95% of the world is addicted to caffeine

When did Caffeine become an illicit drug? And 95%? 50 percent of the worlds population wouldn't even drink coffee.

What do u want to do, build more prisons and lock 30% of the population up? IMO Cousins is a lost cause, he needs to be put in a psychiatric ward for a long time before he kills someone.

You’re all caught up with the idea that some legislation has made it illegal and this changes the whole basis of addiction.
This is the problem , criminalisation of drugs not only perpetuates the problem but actually increases the occurrence of addiction.
Your simplistic and naive approach has been tried the world over and failed. Governments are looking more progressively but the problem is these governments and businesses who rely on “drug crime” are now ADDICTED to the revenue the prison system generates.
The actual issue of drug addiction is ignored in the process.
The cycle continues.

Its now listed by the world health organization and in the DSM5 as a gealth issue.

Jay walking is a crime...
When was the last person convicted of that.

Yeah I know it's listed. So even though it's recognised and being treated as a health issue the problem's becoming worse. Treatment isn't working.

Now, how does one become an addict? How do many people get the moola to continue to feed that addiction? What other 'unsociable' things do addicts do while under the influence? Wouldn't it be better to stop or deter people from becoming addicts in the first place?

Deter >>>>>>>>>>>>> Treat, aka a stitch in time saves nine.

What effect on society does jaywalking have?

Getting access to treatment is the issue. Treatments have a good record when compared to criminalizing and locking people up.
Drugs are in jail, come out addicted and angry at the world .
Jailing of addcits had proved to be an abject failure throughout the world over a long period. Your kidding yourself .

Addiction services are funded by mental health funding bodies

Wait lists are an issue.

I agree with you but I do think that the drug involved and therefore the understanding of her potential for even more serious consequences or potential for an accident is relevant.
Similar to the difference between drink driving at 0.05 and drink driving at 1.05 would have a huge consequence in both potential for disaster and also the fine incurred.

1.05 would be interesting, blood made up of pure alcohol with an extra 5% somehow squeezed in.

Think you're confused about something. 1.05% is 1.05/100, so still 98.95% blood. Not impossible at all - there have been plenty of recorded levels around 1%, some have been over 2% - usually fatal of course.

Darren Millanes BAC was 0.332 when he died which was nearly 7 times the legal limit. 1.05 is actually 21 times the legal limit.

Alcohol is the biggest problem facing our community not meth. People just dont want to believe it's true....the media focusses on meth because its topical....controversial...
How many people break into houses for a flagon?

Associated crime from alcohol still ouweighs drugs.

One pinch deaths...nearly all are alcohol related.

Car crashes....alcohol

Dv....alcohol

Liver....heart disease....cancer....alcohol
But all those occur while under the influence of drugs as well. They are not singular issues common to alcohol abuse.
