The % is basically gonna be aspirational. An 'in an ideal world' figure. If we don't hit it despite all of us having been given the opportunity to get innoculated, we will be opening up anyway. Here's my guess on what will happen. People have been scared again from these outbreaks so will start vaccinating en-masse. By around start of next year we will start hitting rates of 60-70% of population (this is what other countries have used as thresholds). The population will get sick of restrictions and consensus will demand we open up, the politicians will cave to stay popular and we will get on with life.

Our previous snap lockdowns were only 3 days and we coped.
I remember for one of the other lockdowns, that they had to have a bunch of committee meetings to sign off on everything. Given there was national cabinet, maybe they have pushed them to later in the day. Tough sh*t if you're a business trying to re-open for the busiest trade days of the week (the weekend).
