Look for every setting that looks like motion enhancement, blur reduction and judder reduction and disable all of them. That will get you started.

There's an exemption for volunteers. Hopefully you can be exempted.

Is there insurance built into these fees?

I dunno.

In NSW it covered a small percentage of RFS funding. Just under 75% came from insurance companies and the other 26.n% came from state and local governments with state govs paying over 50% but under 60%. (Those numbers are approximate.)
