It's so moronic that you're not allowed to win the Rising Star if you're suspended, especially if it's for an act that's merely careless (like a dangerous tackle). I've never thought very highly of the Brownlow for the same reason - that and the fact that non-midfielders never win it.
Besides, missing games due to suspension (and therefore missing opportunities to get nominated) is already a penalty in and of itself.

Its going to happen 1 year where the top 3 finishes in any award including the Brownlow would be ruled ineligible due to an antiquated definition of fair play.

The selectors are wrong more often than they are right. I just dont believe they are watching the games live, and are relying on stats and highlights packages. Which means there is no chance someone with good (non-tackling) defensive skills gets any points for that part of their game.
