It is architecturally significant for its era (minus signs and condition) but to look at that in isolation of other factors, to state function doesn't matter and to infer that any new development will have as much architectural value as Metricon Stadium is taking a very narrow view on reality.The grandstand is architectually significant according to those who know.
The new grandstand would be an unimaginative pile of concrete built to maximise advertising.
