I can guarantee you that no local club (by your above definition) would have had 22 players drafted. I doubt any private school side would have either and several TAC/SANFL/WAFL clubs would be the same. I'd be very surprised if any local club could boast 20 players who have made the VFL/AFL since the league has existed.

Well, Walker, Deledio, Ziebell, McQualter, Goddard and Eddy are all from country TAC teams, which suggests that they had a cup of coffee at Caulfield Grammar after they got drafted, because they were still in Year 12. Take those names out of the side and it is decidedly more average. Love how some schools do this and trumpet all the superstar footballers who've passed through their halls, when the reality is they probably never even pulled on the jumper.
 
From memory all these guys came from my junior club, the Glen Waverely Hawks. Some I played alongside. A few others were on lists or played under 19's.
