I think you'll find the call was made after 2018 season showed this list wasn't able to resurrected .....you have to factor in existing Contracts, which impacts how quickly we can exit players

It's also indisputable the club were attempting to make finals in 2019.
I think at the end of that season the Crows attempted a soft rebuild in the hopes that they could return to finals quickly but it backfired half way through 2020 which is when they realised the full scope of what was in front of them. Ultimately that led to a full rebuild.

They could have kept Keath, Greenwood, Jacobs, CEY, Betts, Douglas and Jenkins. All wanted to stay, even Jenkins.
Most clubs would have kept some of them. All were pushed out the door.
Did they think it would be as difficult as it was? Probably not, I think they wanted a softer landing and an easier rebuild. But they soon realised that wasn't going to happen, and it needed to be a more significant change.

there’s numerous posts of you claiming it was later than that.We've been rebuilding almost that whole time.
Sure, we should have done better in 2018, but we've been in rebuild since mid 2019.
