No. He's too old. But there wouldn't be much point in doing so anyway.

Plus our rookie list is already almost full. The Irishman and the Beanstalk are already on the list. The delay in naming the final delistings suggests that the club will keep its full complement of 3 second/third year rookies. That means just one "normal" rookie spot is to be filled, plus the three extra local spots.

The only slight adjustment to that is that if Rowe is one of the three retained on the rookie list, he may count towards the "local extra" quota rather than the "normal" quota. Barlow would come under the same ruling, but he's almost certain to be the first promoted rookie. And since Jack wasn't originally taken as a local rookie, I presume he wouldn't qualify.
