No, if there are people passionate enough to put together an appealing expansion bid there's no reason to discourage, or be a roadblock to that

I'm happy to discuss contingencies, byes included (I feel there's ways to engage the team with the bye that week as well if that was to happen), but I think bids should be assessed individually
