It's to encourage clubs to attract players from non traditional areas such as other sporting backgrounds or from other countries. Basically it removes some of the risk from recruiting a guy who hasn't held a football in his life or hasn't played in a number of years.Why does it exist? Is it for the rando guys who havn't been registered to football for x amount of time or something?
