Some are deadly serious, others maybe not so much but they are now on the books. They are there to be called up whenever someone in power needs them. It's what happens here on this corruption-filled rock. Flipping the bird or telling some FU is actually the crime of 'insultment'. Rarely used except by a-holes who purposely provoked someone they had a disagreement with. Often that is a foreigner who doesn't know the laws or the pettiness of some of the locals.
I can see some of the sillier EOs used in this manner. For example that anti DEI one...

Donald Trump has gone on a major sacking spree, letting the independent inspectors general of more than a dozen major government agencies go late on Friday (local times).
Those affected belonged to the departments of defense, state, transportation, veterans affairs, housing and urban development, interior, and energy, according to Washington Post, which cited anonymous sources.
The New York Times said while 17 agencies were affected, the Department of Justice inspector general, Michael Horowitz, kept his job.
The sackings “appeared to violate federal law, which requires Congress to receive 30 days’ notice of any intent to fire the inspectors general,” Washington Post said.
The White House has not responded to requests for comment.
