The problem is, I have no faith that the internal people at Port see any issues to address, adopt a nothing to see here approach, and won't dig deep enough to find out what really needs to be done.This story from 2019 on the Crows' external review has proven prophetic...

They'll protect their own jobs and back sides, and just do a superficial scratch of the surface. then come up with a conclusion and a narrative to support those conclusions, that justifies their original intent of no change, and "how's the stability".
The review panel needs to be comprised of a 50:50 blend of internal people, and external ones who can cast a dispassionate and unbiased eye, so as to give perspective and brutal honesty. The internal people to be WGT and "maybe" Davies, albeit I'm not sure that the latter will be adequate.
Fat chance of that happening.
