How does a grading system (low, medium, high, severe) not have any reference points (other than for severe)?

If a player and doctor say that any contact to the head was minimal, there was no trauma, no concussion test, no need to leave the ground and the player took his free kick by default it just has to be low. Otherwise it would be nonexistent.

Obviously there is an additional loading as we know for the “potential” to cause injury, but again that should have reference and be limited to 1 jump up the scale.

30 minutes to deliberate what should be obvious and outlined within a framework.

Just out of curiosity, what would have been the penalty if the Saints player got injured badly?
