Vapes are a mixed bag. My wife smoked from 13 or 14 and it wasn't until vapes came out and she could step down dosages with that she finally was able to quit. Tobacco is easier to keep under control then alcohol or even weed. It's not easy for just anyone to grow their own stash / make their own drink.It’s not quite the same.
They were winning the war on nicotine. New users had plummeted.

As for alcohol it shouldn't be made illegal, as that doesn't work, but it's still too cheap and approved in this country. It shouldn't be able to be advertised. It's not a silver bullet, but the rates of vehicle accidents and violence (including domestic violence) would decrease markedly if the rate of consumption was halved in Australia.
Weed should be legal and taxed. Increase penalties for illegal growers and there's a nice revenue raiser for governments, that could go to extra health funding. I'd certainly rather encounter a 110kg muscled up stoner who wants to be my new mate whilst out, then a 110kg muscled up meth head who wants to put me in hospital.
