If a small truck is towing a trailer, does it mean they have to do 20km under the limit?

NSW you can drive towing a trailer up to the maximum 100kph speed limit on freeways.
Drops to 100kph maximum if aggregate weight of car & trailer is greater than 4500kg

Mind you, I've seen some bloody big caravans cruising at 120kph+

What if the speed limit IS 20km/h?

Apparently some states still have reduced speed limits for L and P platers.
God that was annoying and one of the few good traffic law changes the Victorian government made.

Irrelevant given this is Victoria, it wasn't a freeway, they were fully licensed and it was an 80km zone.

Stop and Go or who ever blocks off a lane ..
Not enough warning the lanes blocked off ....give drivers a decent warning not a 100 metres..
Noithing wrong with the road it self ..they working on the side of the road and temp fence put in place.
Then after work open the road up esp busy road cut down to one lane near busy round about...
Shirley it can be done better.

Then coming back the other way it's down to 40ks.
I don't think any work was being done on that side hi way.
