If free agency compensation is based on the net result of free agents gained and lost during the trade period, don't they have to wait until it's finished before handing out picks?

"Draft picks are allocated to clubs based on the net total points for free agents lost and gained during the transfer period."

Not necessarily, clubs will trade if they don't want to dilute their compo. i.e Richmond with Chol and Tarrant.
