I guess that would have been done by Tarkyn Lockyer (AFL Academy coach) and Keven Sheahan with input by the state coaches trying to balance the teams up talent wise.How did they split the teams?

The other only problem with moving picks is where you need points for a bid and your picks lose those points.Pick 25, if we still hold it, will be well into the 30's by the time we get to use it with F/S, NGA's, academy and what's now looking like a heap of Band 1/2 Compo picks pushing it out.
AFL have allowed all this to develop over a number of years and were not only asleep at the wheel but lacked the guts to finally fix their failures this draft.

Why should a club get prime compensation for not convincing a player to stay?The whole free agency and the clubs not need to trade for players after a set number of years creates much of this problem. Why shouldn't a club have to compensate the league or the old club for recruiting a player in?

We aren't.But they do get compensation, the issue is right now the AFL inserts a pick between rounds or picks.
Take Battle, why should St Kilda get pick 8 and Hawthorn pay nothing?

That WA kid Toby Wan has a decent boot on him.Yes have been watching, ball pinging around a lot, mix of good and bad skill. Open game, minimal contestested. Cumming been decent from North, Greeves, Burton also for Heppell whilst Sloane Addinsal, Uwland, Hibbins-Hargreaves not bad.
Sharp prob quiet by his standards so far though heavily rotated mid/fwd.
Some nice talls about in the next crop.
