I agree. If Cameron is really on the outer, and he's keen to come to Freo, he's the one to go after because he will come considerably cheaper than Bolton. Sure, Charlie has less of his playing days left but it could bridge the gap until Simpson or Delean are ready. Bolton is way too hot and cold to be spending that much on him. Too many games where he totally disappears.

What you could say is there are strategies in place that make staying in contention for years on end very difficult.
