In this situations there should be a rule that the player is suspended until the concussed player returns to the AFL plus the number of weeks on top.

If the player has to retire from the hit, then the offender can be deregistered.

disagree.

a player shouldn't be punished or deregistered due to being the straw that broke the camals back which causes a player to stay out for longer than usual or retire early. many concussions are legitimate accidents or unavoidable.
