Point is, that weaker clubs get more material compensation and stronger clubs the reverse. It makes perfect sense if trying to even competition up.Would rather do away with bands, and have each free agent assessed to a particular points value, with the compo pick then slotting in at whatever points value it lands. Secondly, a "tribunal" or whatever to assess merits of any compo pick in top 20.
That's assuming we can't do away with the thing altogether, which is my first preference. Or make the purchasing club pay with points, which is second preference.

Yes our offer is far better. Unless Pies are making Noble available only if they get 13 which would be a bit ridiculous I don't understand why they would ever take that deal. 29 for 23 doesn't make it much better either.Our offer still clearly better if you value our and Pies F1 similar.
We are offering F1 + F2 for 13.
Pies essentially want F1 for 13 in a straight swap and want 23 for Noble which is overs.
I don't think we can up our offer. They can concede 23 and ask for 29 for Noble. Even then it is highly arguable whether Noble is worth that and they'd be accepting F1 for 13 in a straight swap.
They'd be better off taking our F1 + F2 for 13 early. Then deal separately on Noble. Pies will be forced to deal on Noble regardless but as long as GC have 13 they will drag it out.
