I think if you want to improve this more than HQ does it, you need to eliminate (or minimise) the risk factors HQ has

They are:

- staff living in the community
- transmission via air con and hallways

Both of these are eliminated by outdoor self-contained units co-located with the airport. Staff just drop off food and supplies outside and the people look after themselves.

Hotel rooms are designed to have daily cleaning by staff with a trolley-load of equipment, no cooking, very little cleaning areas or facilities. They're simply not fit for purpose, likewise with army barracks, very much designed for close-quarters living.

Self contained units have their own A/C, no need for outside people to ever enter the place with testing to happen out in the open when conditions suit.

They'll all come second-hand and many I'm sure will be sold back to the second-hand market eventually.

At least you didn't go into lockdown.

No outbreak - 1 security guard that was told to sit outside a Covid-positive returnee's room, without a mask on. Labor Government in WA seemed surprised he then caught Covid for some reason...lol. Whole of Perth shut down.

How insulting it to those who lost their livelihoods because of this bastard sociopaths incompetence. The mere notion that he should be nominated for anything leadership-related is, or should be, a slap in the face to every Victorian who have had to suffer though a endless parade of bungling and incompetence. If he wins it, which could happen, it would be, one of the, if not the greatest injustices in the history of Australia.

Surely not!!!

We were led to believe that every other state in Oz had a crack squad of SAS patrolling every hotel floor.

There were two old dears protesting the lockdown outside the local MPs office in my nearby town this afternoon. Not sure why, given about 30% of people are wearing masks around the town (goes up to near enough 100% indoors, but seems the outdoor mask-wearing mandate isn't being followed).

How long would it take to get basic services (water, sewerage, power, even some decent telecommunications) into a site for this?

They're right at the treatment plant, I would think Avalon's power supply could handle a couple of hundred dongers. Water and sewage, equally close by. Under a state of emergency, you don't have to wait for planning approvals, tendering or anything like that, they could start laying pipes tomorrow.

I've said before, if we can't even mobilise something like this in 12 months, what chance would we have in a real emergency (i.e. state of war?)

Avalon have said they already have the utilities sorted. Last time I was at Avalon there was no drama with telecommunications, it is an active airport, do you think they use carrier pigeons or tin cans and waxed string there?

Remember Victoria did 9 months of this shit, all we did was hear that everyone was broke, businesses were dying, restaurants and pubs would be closed forever and nothing would ever be the same. Once we opened, it definitely never got to 'normal' again but it felt pretty close sometimes! Unsure of what your situation was/is but I was on JobKeeper the whole time but got back onto full-time wages, many others I know were in the same boat, and of course others weren't so lucky. humans have an incredible gift of moving on and adapting pretty quick - post-COVID was no different. They also have a habit of convincing each other that the sky is falling when really, it's not.

Yep it's obvious this government and Dan are utterly useless, but getting angry won't help you feel better. I spent lockdown 2.0 angry and it did me no good. The sun is out so I reckon @ 5pm grab yourself a guilt-free beer and jump off the internet for a bit.

I personally reckon they will extend over the weekend and open up on Monday, which is annoying as **** but there is literally nothing we can do in this situation.

When you realise nearly all "awards" in life that are chosen on subjective criteria are full of corruption and politics, it is very enlightening.

That means move 100% of it (not just 1000 beds) away from ANY urban centre, and ideally on a location that is not accessible to the public.

Id look at moving them onto military bases. Security is already in place. They will have some onsite medical teams already. Places like Puka are isolated, so no incentive to do a runner.

Won't happen though because of the feds. Whatever change is made I'll be stunned if the feds agree to be involved
The “feds” don’t have any access to health staff, who are employees of the states. Can’t imagine Dan etc handing them over.
 
Avalon is far enough away and there's only two/three roads in and out of town. Any ped trying to cross the freeway will be spotted in two seconds.

If it's on Avalon land, it's already got airside security protocols in place (kangaroos and people can't just jump a little fence and bound across runways.

A lot of those roads in the treatment plant also already have gates which can be converted to checkpoints, or just locked. There's very little chance of people driving around and picking people up or dropping stuff off against the rules. It's not risk-free, but it's more than enough.

they are looking to have 1000 beds, so assume 500 units. its going to be very difficult to have this on airport land while ensuring 0.0000000% chance of any of these people getting access to the quarantine and security controlled areas of the airport (which is anything around the runway, hangers, etc). think how big a caravan park is, and they dont have 500 units on them, or the mandatory distancing and access restrictions this will have.

even if its avalon adjacent, people will do a runner, and hook up with mates on geelong road. this will need security on par with a prison, and im not talking ararat.

most of these dont have appropriate AC (its already been raised that this will need to be replaced in all)

and cleaning/medical/etc staff under this plan will still be walking amongst the punters, in their cabins, and then jumping on the bus back to southern cross. unless staff are locked into the facility for months at a time (because they will need 2 week quarantine to leave), nothing changes. you have to stop the staff mingling with ANYONE outside the facility

it needs to be 12 weeks - not 12 months

Still need to get connected to each place. If it can be done within 12 months i don't think the state should bother. Put pressure on the feds to do it properly instead
