There's no league enforcement for any club.
The league wants big names and a strong competition.
The league has no way of proving what blokes get off the books so as long as the official record is under the cap they rubber stamp it

Heard he’s on 100k a year for 10 years, with free school fees and a ceo job.

Apparently macaffer easy to deal with nothing outrageous money wise. Was probably sick of playing on that disgusting ground. Would of been a nice addition to any club

Caf had no plans to move on from Turtles after, but money was simply too good to turn down from the Pingers. Won't be surprised to see him in some honorary coaching/development role with the Epping junior club.
