He's putting people loyal to him, in prominent roles at organisations many of them have axes to grind with. The result he'll be hoping for is that they'll simply let him do whatever he feels like.

Yeah, that what he did before. But what is the goal with Congress and the Dems? He's going to dominate the news cycles and panel shows for sure. His tactics are usually about throwing people off balance, that's why he used to jerk them forward when shaking hands, complain and attack preemptively before things like elections.
