I worry that if the qualifying thresholds were lower that the people who don't own property would effectively be cut out of a massive government hand out to increase the value of their homes, increasing their wealth and furthering the divide between those who have and those who don't.

Which would be very unfair.

One point I loved in my argument with the missus was the eligibility criteria. When I said noone has got funding because noone on $100k can afford to spend $150k on renovations in a recession, her reply was that's wrong, because it makes no sense to force people to spend more than a years wages just to get $25k
