To me it's kicking. Bringing a knee up to brace is reasonable but extending the foot out to 90° is dangerous
It does seem like there is a second action to it. As a repeat offender, it seems fairly conscious.

kicking in danger whether contact made or not

reportable if contact is made with sufficient force or to the head
 
Obviously it shouldn’t be allowed. It’s nothing against Toby Greene, or Jarrad Waite who did it for years as well. They’re playing to the rules. But it is dangerous with the studs up and shouldn’t be legal.
