The current format is fine. The only completely fair draw is 34 rounds. Having a finals series means that the draw doesn't have to be perfect. A top 4 or 5 finals series would ruin the league. Half the teams would be playing for nothing for half the season.

The system is fine as it is. If you reduce the number of teams there will be too many teams playing for nothing for most of the season. The current system gives a huge advantage to the top 4 anyway. The top 5 was good in a 12 team competition.
