He said “Could you please give me the ball?”

A completely reasonable request. The only reason a player would ignore it is to buy some time.

Protected Area


No player shall enter and remain in the protected area unless the field umpire calls “Play On” or the player from the opposing team is accompanying or following within 2 metres of their opponent.

Umpire did not call play on prior to Port player entering protected area so first condition is not met. Second condition is not met either as a Carlton player was not within 2 metres. Stevic was right to not let play on occur there.

How hard is it to understand?

If a player has the ball and the whistle goes, he's allowed to put the ball on the ground to move on and set up for the ensuing ball up. That's not time-wasting.
If the umpire is already in position to take the ball, asks for it and you don't give it to him, that's time wasting.
