We will pay fair value - the other clubs through their interest (or lack of) will determine the 'purchase price'.

In some respects it is a little like real estate. Put a highly sought after property on the market and the buyers can push the price up. Put a dog of a property on the market and the lack of buyers pulls the price down.

Father and son drafting and draft picks used is exactly like that.

When the competition was known as the Victorian Football League (VFL), the league introduced the first incarnation of a draft system in 1981, where teams had two selections each of interstate players determined by reverse finishing position order.[1]

The draft was introduced as an equalisation strategy in response to the increasing transfer fees and player salaries at the time, which in combination with declining attendances threatened to derail the league. It was also a result of the failure of country zoning, introduced in 1967, which had led to a systematic inequality whereby the clubs with the best zones, like Carlton and Hawthorn, could dominate over clubs with poorer zones like Melbourne.

In 1986, the first of the modern VFL Drafts was held. The draft was run in conjunction to the existing zone system. Players from West Australian Football League and the new West Coast Eagles were excluded from the 1986 draft, with the Eagles able to recruit up to 35 West Australian players with no more than 6 players from any single WAFL club. The other new club for the 1987 VFL season, the Brisbane Bears, received 6 concessionary picks before the other clubs and exclusive access to all Queensland based players.

Since then, the rules associated with priority picks, zone allocations, the father-son rule, mid-year, pre-season and rookie drafts, expansion clubs concessions and trading of players and picks have been frequently changed, but the basic premise of draft being an equalisation measure to assist the poorer performed teams has remained.

In the AFL Draft, clubs receive picks based on the position in which they finish on the ladder during the season.
 
Not sure either way but in 2013 Geelong finished the H&A 2nd on the ladder, yet their draft picks are before Frem, who finished the H&A 3rd
 
Ladder prediction is worked out where you finish after finals, not home and away season. The draft picks are then allocated to those positions. We can still mathematical end up with pick 18. End of story

Doesn't it follow that the clubs 16-9 get it on their ladder position.

8-1 on where they get knocked out of the finals?

Hence Richmond (5th) getting a pick before Carlton (8th)

Why did you quote so much irrelevant stuff in that?

This is a very vague explanation. Look through recent years and you'll see the premiers always have the last pick of the round. In 2012, Sydney came 3rd and won the flag. They had the final pick of the first round. Simple.

So from pick 9 on is where it got interesting as Port and Carlton both beat the higher ranked Collingwood and Richmond in the finals. So the end result was they got lower picks than the teams they beat, despite original finishing lower than them on the ladder. See also Fremantle getting a lower pick than Geelong, despite finishing the home and away season lower than them as well.
