Where is the comparative data? Where is the league wide success/failure of rookies?

Blaming other teams is absolutely fair. The OOBs have fulfilled their charter by bringing in rookies each season. Why is it not fair to put the microscope on other teams that are not delivering? Recruiting is a massive issue where some clubs get off doing ABSOUTELY * ALL.
