I'm a bit confused to what you're getting at, since you've agreed with what I said re: teams turning it on come finals time.That's merely an opinion, probably based on recent matches your team has played against those two sides.
Any team can turn it on under the right circumstances. The doggies turned it on in the 2016 finals series. I watched my team turn it on against the hawks yesterday.
Is there any reason to think Richmond and WC will turn it on in the finals? Richmond have been inconsistent and WC have struggled away from their fortress. Richmond were given a dream run in both of their premiership years, and let's not forget they played interstate teams on their home turf in both of their grand final wins.

The last couple of weeks, all neutral results have gone against us. As a result, we will likely have to win all our remaining games to finish 3rd or 4th. And even then, we'd have to win a qualifying final away from Perth to make the grand final. And even then, the GF would have to be in Perth. Too many slim chance variables would have to go our way for us to play a grand final in Perth vs Richmond.What's their recent record against WC in Perth?

Richmond won their finals at their home ground, and their only recent finals loss was against another MCG tenant. The reason that there is belief Richmond & WCE will turn it on come finals time is because they've done so the past few years. Both also started the season extremely poorly and have now found form heading into the last month of the regular season. The proof is in the pudding, they've already found an extra gear and they'll find another one come finals.
But that doesn't mean that any of Geelong, Brisbane or Port, on their best days, won't be able to stop them. Just means that WCE & Richmond are favoured for a specific reason.
