Seems to me that it's legal to stand next to the guy but it's not legal to block him from moving - As long as the ball is not within 5 metres? But the kicker is moving in, may or may not be 5 metres. IMO they should extend the 'protected area' rule to include staying clear of the man on the mark. Just for clarity.
