You mean the investigation found that the Russian government did attempt to interfere in the election via fake news accounts and the like? But they couldn't prove the Trump campaign was in direct contact with the Russian government, but didn't investigate the contacts with the non-government Russians?

It’s the SC’s mandate to remain silent, and to provide a report only to AG to then determine what action to take. Hence Trump appointing Barr in that role in the first place, based entirely on his previous assertions “that if Congress made it a crime for the president “corruptly” to obstruct, impede, or influence an investigation into the president’s own crimes, it would intrude on the president’s constitutional authority.”
