I'd be ok with giving Laz a go ahead of him, along with Shiels, PC, Bergman as the bench.

IMO Howe's start to the year was awful, but recently he's been anonymous more than anything, while managing to accrue decent possession numbers. Don't get me wrong, he has no long term future with us but I just don't think he's as immediately droppable as Hall and Turner, and I doubt we make more than 5 changes.
