The first half hour to an hour is irrelevant in terms of "calling" either way. The votes are coming in more randomly than ever because of so many postals and pre-polls.

Do we know that they're counting all votes in each state? Or are postal and early votes counted separately.

So yes and no.... Penn can start counting on the morning of election day, but the key word is "can". A lot of the vote counters also man the polls, and so they might not be able to count until the day after.

We could end up with situations like Penn looking unrealistically red because the smaller, more rural counties, have managed to count mail in votes (largely Republican) whereas Philly and Pittsburgh haven't been able to count their largely Democrat ones yet.

Not sure, I am getting the figures from 270 website. Click on the State and you get votes for all areas that are up. Senate/House/President.
