So yes and no.... Penn can start counting on the morning of election day, but the key word is "can". A lot of the vote counters also man the polls, and so they might not be able to count until the day after.

We could end up with situations like Penn looking unrealistically red because the smaller, more rural counties, have managed to count mail in votes (largely Republican) whereas Philly and Pittsburgh haven't been able to count their largely Democrat ones yet.

ABC Australia can call the western states, but US channels can't because the polls aren't closed there and it might influence turnout etc.
