Every state has a different system. Some states were blocked from counting mail-ins and early votes until after the booths had closed. It's not very efficient.

Both parties should be allowed enough observers to observe all votes as they're processed. Same as in Australia.

Observers should be able to flag any 'disputed' votes, and have them rechecked by (independent) supervisors.
