it's only the moment when his foot makes contact that counts towards the rule, so they showed enough... plus as a finger spinner, he'll spin about on his toes and won't ever put the heel down anyway, if that's what you're looking for.

It’s first contact, if his toes touch down first the heel needs to be behind the line even if in the air
