For starters, the "war chest" refers to the fact we have been filling a list significantly under the cap.. Fact.

Second of all administrative money is seperate to the playing cap. It is not the same pool of money to be drawn on.

Finally no one from RFC is saying we don't have the funds to payout Dimma, just that it is a fiscally irresponsible move when we have just for the first time in a long time got a modicum of financial stability.

Go chew some more glue.

So you understand that money is allocated to different areas of the business as per the budget? It's not one large pool. I wouldn't ordinarily ask, but this my be an exceptional case.
