It's allowed to touch as long as the fingers are under. That rule changed last year. Under that rule that is out.

It’s still sitting on top of his finger in the right frame and that’s the closest it gets to the ground. The following frame it lifts straight back up

The fact he spilled the ball immediately after this says to me he didn't have full control as the ball touched the ground, so it's not out.
