If you’re separating two independent clauses you can - remove the comma and the “and” and see if they work as two sentences.

That seems OK so it would then be grammatically correct to say “Well learn how to use English, and then I wouldn’t have to.”

You can also use a comma before and if it’s the Oxford comma (used when listing).

To be fair, I was commenting on his claim it was an Oxford comma, when his statement was not a list. An argument could be made the statements were independent but I don’t think that was his intent either. We need to get to the bottom of this!!!
